Health partners will target 1.1 million people in 2023-25. The targeted population is made up of 51% female, 75% children and 3% elderly.

Background

Almost half of the over 18 million people in Mali live below the poverty threshold of US$ 2 per day. Mali has had armed conflict since 2012 and despite the signing of the peace agreement in 2015, armed clashes continue with significant impact on the security of civilians. Insecurity has caused population displacement, limited access to social services including health care, food insecurity and nutritional crisis.
The people of Mali are also vulnerable to epidemics, droughts and floods. In 2016, more than 18 000 people were affected by floods, 2400 houses collapsed and 15 people died. More than 60 000 people may be at risk due to flooding in 2017.

Health sector situation

Access to health care remains limited overall in the country, particularly in Kidal where 22 of 32 existing health structures are non-functional. This is exacerbated by a shortage of skilled health workers in most parts of the country.

Mali continues to be at high risk of outbreaks: in 2016, 500 cases of meningitis were recorded. Between 1 January and 17 February 2017, 55 cases of meningitis, 5500 cases of malaria and 40 cases of measles were recorded. In addition, humanitarian actors report an increase in the frequency of diarrhoeal disease cases among children related to the consumption of unsafe water, and respiratory infections due to inadequate shelter conditions.

Food insecurity continues to be a major problem with 19% of the population experiencing food insecurity, including 485 600 people with severe food insecurity. Global Acute Malnutrition rates (10.7%) and Severe Acute Malnutrition rates (2.1%) exceed emergency thresholds.

Humanitarian Response Plan strategic objectives

  1. Improve the system of preparation and response to epidemics and disasters.
  2. Increase the geographic coverage of access and the provision of care to people in 17 districts.
  3. Strengthen the health information system at the level of 17 health districts.

Enhancing access to health care including reproductive health services and the fight against epidemics in the areas affected by the crisis.
